In 2000, the Indianapolis Police Department, the Marion County Prosecutor, and The Julian Center created a unique partnership. IPD located its newly created Domestic Violence Unit in The Julian Center's Domestic Violence Facility. In addition, the Marion County Prosecutor assigned an on-site deputy prosecutor to work with domestic violence
victims.
Two years later, the IPD Domestic Violence Unit was promoted to the Branch level. The Branch is comprised of a captain, lieutenant, two sergeants, and ten detectives. It is primarily responsible for following up on
domestic related arrests made by uniformed officers, and domestic batteries where the suspect left the scene prior to an officer's arrival. In 2002, IPD responded to 18,662 calls of domestic dispute problems. The Domestic Violence Branch investigated 3,688 cases, filing charges against the batters in 2,499 cases. Between January 1, 2003 and October 31, 2003, the Branch investigated 2,846 cases, leading to 1,943
arrests.
The IPD Domestic Violence Branch and on-site Marion County Prosecutor assist victims with obtaining protective orders and prosecuting the alleged offenders. The primary goals of the Branch are to make prosecution easier for victims with detective intervention, to hold the batterer accountable for his or her behavior, and to decrease domestic violence homicide rates through early intervention and enforcement. To better accomplish these goals, the Branch created a statistical database to identify and track repeat offenders. This information assists with sentencing and probation
recommendations.
The collaboration and co-location of the three organizations serves as a best practices model for agencies across the country.
