Job Description:                 Manager of Government Grants and Compliance

Status:                                       Full Time /Exempt

Reports to:                             Vice President of Finance and Operations

Position Summary

The Manager of Government Grants and Compliance will focus on federal, state and local government grant activities and compliance requirements critical to the success of the organization. This position is a member of the finance team who works closely with senior staff to oversee and administer government grant funding requirements and ensure the organization’s compliance with various governmental agencies. The Manager of Government Grants and Compliance works closely with program staff and senior leaders to ensure accurate and timely grant application filing and reporting as well as meeting compliance regulations.

Primary responsibilities

Government Grants:

  • Serve as primary point of contact for funding agencies unless otherwise assigned
  • Provide overall management for grants provided by governmental entities
  • Administer all aspects of government grants
    • Receive, process and execute all contract agreements and special conditions
    • Review grant-funded activity program goals, outcomes, and define data requirements
    • Identify evaluation standards/methods/data sources for each goal and objective
    • Integrate data collection and evaluation requirements with existing database capabilities
    • Collect and organize documentation and evidence, such as time sheets, payroll registers, and invoices, in accordance with each grant
    • Create and file claims per granting agency requirements
    • Maintain documentation and regularly update grant binders
    • In conjunction with the appropriate program manager, establish deadlines, prepare and submit periodic performance reports
    • Ensure staff members are aware of and comply with grant guidelines and requirements
    • Review program performance and outcome tracking with appropriate staff members and management
    • Monitor budgets and submit requests for modification to the appropriate entity, as required
    • Participate in audits including monitoring visits and the organization’s annual audit in compliance with OMB requirements (2 CFR Part 200)
    • Track payments to the organization and following up as needed
    • Respond to miscellaneous requests for information and documentation
    • Ensure all Memoranda of Understanding are current and filed appropriately
    • Maintain a positive working relationship with grants managers associated with governmental entities and partner agencies
  • Coordinate preparation of applications for new grant contracts, parsing/tracking assignments and compiling/submitting the final grant request proposal
  • Assist in the grant budget forecast process
  • Perform budget analyses on an ongoing basis
  • Prepare claims and invoices for all governmental funding
  • Research governmental grants for which the organization may qualify and liaison with appropriate staff to evaluate success in securing funding

Required Qualifications

  • Bachelor’s degree in relevant field, with priority given to finance, accounting or business
  • Experience with accounting and financial principles
  • Mathematics proficiency with ability to apply principles to a variety of tasks
  • Critical thinking and problem-solving skills and experience

  • At least 3 years relevant experience in government grant claims and administration

Preferred Qualifications

  • Master’s Degree in related field
  • Prior experience with governmental grants, Office of Management & Budget (OMB) Circulars and project life cycles
  • Prior experience with Raiser’s Edge and Financial Edge
  • Familiarity with Efforts to Outcomes (ETO)software
